I'll bet Connex were pissed when Brumby forced a 12 month extension on them.

I love how the politicians make sounds about overseas companies bringing new technologies blah blah blah. After all, why wouldn't a large international company want to haemorrage money in Australia?

Make public transport free, or close to it. Get rid of validation, ticket inspectors and tickets, then maybe charge a dollar at the door. Watch the system buckle under the weight, then get overhauled by the surplus of funds that used to go to road maintenance. Watch the economy soar as, unhindered by traffic congestion, trucks move the lifeblood of the economy around the uncrowded city streets.

Then watch the cost of fuels fall (or at least hold steady) because everyone is packed like sardines in moving trams, buses and trains as opposed to being in spacious but stationary cars packed on the roads like sardines, burning irreplacable hydrocarbons.
